Salisbury staff introduce annexation plan for 12.465-acre North Shoemaker Drive parcel

City staff introduced a proposal at the July 16 Salisbury City Council work session to annex a 12.465-acre parcel on North Shoemaker Drive and rezone it from Wicomico County R-20 to Salisbury R-8A.
Zach White, associate planner, told the council the applicant proposes roughly 60 townhome units and that the requested R-8A zoning would be “consistent with the nearby properties.” He said the annexation “will require extension of municipal water and sewer infrastructure to the edge of the property” and that packet materials included a narrative, concept development plan, boundary survey, annexation plat and petition for annexation.
The proposal area abuts the eastern end of the Shoemaker Woods neighborhood. White described the nearby city zoning pattern and said the R-8A request would be a continuation of existing residential development in the corridor.
Council members asked mainly for design details and confirmation of utilities. White said detailed unit designs were not yet submitted and that staff had only the concept plan showing unit counts, internal streets and a utility easement. No formal vote was taken at the work session; the council chair asked, “Do we have consensus to move forward?” and council members responded in the affirmative.
Next steps discussed by staff and council included further review of the concept plan, preparation of materials required for formal annexation proceedings and coordination on extending water and sewer mains to serve the site. Staff indicated they will return with additional design information and the formal ordinance path as the applicant provides more details.
The council did not adopt an ordinance or take a final vote on annexation at the July 16 work session. Any formal annexation and rezoning would follow the city's ordinance and public-notice requirements and include additional staff reports and public hearings as required by city procedures.
Ending: Staff asked council members to send any questions to planning staff before the next meeting so that detailed design information can be provided when the annexation and rezoning move forward.
