Airport terminal nears completion; county extends consultant task and authorizes utility cabinet placement

Sullivan County staff told the committee that the county airport terminal project is nearing conclusion and that two related administrative actions are on the agenda.

Staff said the terminal construction is approaching final completion with remaining punch-list and exterior work; they described the project as “coming along nicely” after roughly two years of work.

The committee reviewed a resolution to authorize a ground-mounted utility cabinet (Spectrum) on county-owned property near County Road 172 in the Mamakating area. Staff said the installation sits on a pull-off between Wurtsboro and Bloomingburg and that Spectrum must also obtain town zoning board of appeals permission because the town law restricts ridgetop utilities. County staff recommended authorizing the chairman to sign consent for the cabinet on county property; staff said the cabinet is out of the way of county operations.

A second resolution relates to McFarland Johnson, the county’s on-call consultant for environmental and planning work. Staff said that the current on-call period for that consultant is ending and the county will issue an RFP for future consultant services; the resolution before the committee would extend the consultant’s task on the airport project and set updated labor rates for work they are already performing. Staff said the change does not alter contract amounts and that the consultant will continue current construction-management and planning work regardless of future procurement outcomes.

Ending: Staff said they will proceed with the RFP for a new consultant for the next term and will return with results of that procurement and any subsequent contract changes.
