Sarpy County commissioners approve veteran-support contract, fire-suppression installation and $1.7M demolition/parking contract amendment

The Sarpy County Board of Commissioners voted to approve three agenda items on July 15: a $20,000 agreement for veteran-focused mental health and peer-support services, a $126,440 contract to install a clean-agent fire suppression system in three IT rooms, and Guaranteed Maximum Price amendment No. 2 for demolition and site work totaling $1,738,418.
Joe Martin, the county corrections director, introduced Resolution 2025-174, a proposed agreement with At Ease USA to provide therapeutic and peer-support services for veterans in Sarpy County’s Veterans Court and incarcerated veterans. Gail Williams, clinical director for Addy's USA who spoke on behalf of the service provider, said the organization delivered roughly 500 hours of peer support and therapy to veterans over the past year and described services that include therapy, peer support and wellness programming. Commissioners approved the $20,000 agreement by voice vote (ayes 5, nays none).
Beth Garber, assistant county administrator, presented two facility-related items. The board awarded the low bid to Continental Fire Sprinkler Company for design and installation of a clean-agent fire suppression system for three information-technology rooms in the correctional center for $126,440. Garber said the work is within the capital projects budget and is expected to begin this month and conclude by September 2025. The board approved the bid by voice vote.
Garber also presented Guaranteed Maximum Price Amendment No. 2 to the construction-manager-at-risk contract with Beckenhauer Construction Inc. for the jail and West Annex demolition and site work. GMP 1, previously approved in April, covered initial demolition and grading; GMP amendment No. 2 adds parking, improved truck access, sidewalks, a fence and other site work and totals $1,738,418. Garber said the full project budget planned for these phases and that the completed lot will have 217 parking spaces; construction is scheduled to start July 28 and finish by the end of the year. Commissioners approved the GMP amendment on a unanimous voice vote.
After those approvals the board recessed to an executive session to discuss litigation.
