City planning staff described the proposal as an 18,300-square-foot building on about 3.94 acres with 252 parking stalls, brick-and-stucco exterior materials, and a landscaping plan. Staff told the commission the parcel is zoned R-1-15 and that a city council decision already granted a height waiver for the church’s steeple to 69 feet. "Staff recommends that the planning commission approve CD-25-06…based on the findings and conditions as stated in staff report," Planning Department staff member Eldon said during his presentation.
The commission opened and closed the public hearing with no public comment and proceeded to a motion. Commissioner Tupelo moved to recommend approval with the conditions listed in the staff report; Commissioner Davis seconded. In roll-call voting recorded on the transcript, Commissioners Anderson, Davis, Tupelo and Mitchell voted in favor.
Because this was a recommendation, the matter will be considered next by the City Council, which has authority for final approval of the conditional use permit and related waivers referenced in the staff report.
The planning staff report remains the primary source for technical conditions and findings; those conditions were referenced in the commission’s motion and will accompany the item to City Council.
