Council approves Wildflower Village Plan 5 architectural standards with modifications

The Saratoga Springs City Council on a unanimous vote approved architectural amendments to Wildflower Village Plan 5 that adopt new street-side elevation and corner treatments while leaving some design choices flexible.
City planning staff presented language added to the village plan that would require elements such as clerestory windows, increased ground-level glazing, glass-panel entry doors and color variation on street-side elevations. Staff recommended clarifying that corner treatments must meet all requirements listed, not just a minimum subset, and that lighting elements on corners should comply with existing Title 19 standards.
The applicant’s representative said the developer intends to construct the enhancements shown in the renderings but asked for flexibility in the plan so the menu of design elements could be applied over time. “We’re going to do everything that we’re showing, but the language was meant to be a little bit flexible,” the applicant said.
Council members debated whether to require a fixed number of elements or to keep a menu approach. Councilmember Wheldon expressed concern that allowing only three required elements could omit items that materially affect the appearance; other members suggested identifying a prioritized list (for example corner articulation and upper windows) and requiring a larger minimum (five elements) while removing items already covered by Title 19 (signage, lighting and certain locations).
After discussion, a motion to approve the Wildflower Village Plan 5 architectural standards with specific conditions passed unanimously. The approved conditions include the street-side elevation requirements (clerestory windows, increased ground-level glazing, glass-panel entry doors and color variation as depicted in the renderings), a requirement that corner treatments meet all listed requirements rather than only three, and that lighting elements on corners remain optional but must comply with Title 19.
Councilmember Karn voted aye; Councilmember Barton voted aye; Councilmember Wadman voted aye; Councilmember Wilden voted aye; Councilmember Palmer voted aye. The motion passed with unanimous support.
The council directed staff to ensure the packet language and final ordinance text reflect the version approved at the meeting and to confirm that lighting and signage remain subject to Title 19 requirements rather than being separately specified in the village plan.
