Richmond Community Schools board members reviewed a substantially expanded draft of policy 2414 addressing reproductive health, family planning and human sexuality instruction.
A staff member said everything highlighted in the draft was new language tied to recent statute and that Girls Inc. would provide the instructional component for grades 5, 2 and 12 levels referenced in the draft. Staff said curriculum personnel and building-level reviewers had vetted the Girls Inc. materials; one staff member reported that a component called "people development" was newly included and had been reviewed. The new law also requires that specified statements and the curriculum provider information be posted on the district website.
Board members voiced a range of views. One member said they personally had difficulty supporting the proposed language and worried the five required statements could dominate instruction; others said curriculum staff and Girls Inc. appeared prepared to align presentations with statutory requirements. Staff said the district would present the curriculum materials at the next board meeting and then work with technology staff to publish the materials on the district website. Consent forms listing instructor names and content elements will be provided to parents as part of the process.
There was no formal vote; staff will bring the Girls Inc. materials and consent form language to the next meeting for board review.
