Witnesses supporting the bill included Yesenia Jimenez of Child Poverty California, who called the sanction burdensome and said it disproportionately affects Black and Latina moms who head single-parent households; Louann Nguyen of the Coalition of California Welfare Rights Organizations, who described the sanction's destabilizing effects and noted the magnitude of benefit reductions cited by the California Budget & Policy Center; and representatives from Western Center on Law and Poverty, SEIU California, and the County Welfare Directors Association. No witnesses in opposition were recorded at the microphone.
Committee members asked the author to confirm acceptance of committee amendments; the sponsor confirmed she accepted them and the committee voted to pass SB 290 as amended to the Assembly Appropriations Committee.
Supporters argued the penalty can remove up to $235 a month (cited from the California Budget & Policy Center) and can amount to about one-fifth of a typical CalWORKs grant, with adverse effects including increased economic instability and potential child-welfare implications.
