The San Antonio Zoning Commission voted July 15 to recommend approval of a rezoning at 6131 Daisy Powell Road to C2CD commercial district with a conditional use for a warehouse. The applicant, nonprofit Endeavors, plans to consolidate storage for emergency disaster relief supplies.
Staff recommended approval with conditions including vehicular access limited to Desavala Road, a Type D 25-foot buffer where the property abuts single-family residential, hours of operation restricted to 8 a.m.–6 p.m. and downward-facing lighting to prevent light spill into adjacent homes. Commissioners recorded that the conditions do not include a mandated fence height; fence height is governed by the Unified Development Code and may be resolved between the applicant and neighbors.
Neighbors expressed concerns about a proposed 8-foot fence that would abut existing 6-foot residential fences and could block pedestrian gate access residents use to reach nearby amenities. Lee Haas, an adjacent resident, asked the commission to require that any new fence match existing fence height and style and preserve gate access. Applicant representative Patrick Christiansen said Endeavors will work with neighbors and offered to provide gates and maintain pedestrian access; he told the commission the organization would not build an 8-foot fence where residents abut a cul-de-sac and expressed willingness to negotiate a private agreement.
Endeavors’ representative Elizabeth Higgins described the nonprofit’s local presence, saying the organization has been in San Antonio since 1969 and operates several local facilities. Christiansen said the warehouse would be lightly staffed during non-emergency periods and would be used to stage supplies and vehicles during disasters; in emergencies the applicant requested the ability to operate outside normal hours.
Commission discussion focused on enforceability of conditions and whether the city should require the higher fence. Staff advised the commission that the UDC requires a minimum 6-foot fence where commercial property abuts residential and allows up to 8 feet in some circumstances; if commissioners want an 8-foot requirement it needs to be included explicitly in the ordinance adopted by council. Commissioners voted to approve the request with the staff-recommended conditions (excluding a mandatory fence height). The motion passed by roll call.
Why it matters: The warehouse will consolidate emergency supplies and staging for disaster response in south San Antonio. Neighbors remain focused on fencing, gate access and ensuring the site plan addresses pedestrian connections and aesthetics.
