Commission continues rezoning request for CDL driving school on Loop 410 to Aug. 5
Summary

The San Antonio Zoning Commission on July 15 continued a request to rezone roughly 5 acres at 8000 Southeast Loop 410 from R-4 residential to I-1 industrial to allow a commercial CDL driving school and parking for 18-wheelers.
Staff described the larger parcel as about 27 acres of which the applicant seeks rezoning of roughly 5 acres along the frontage. Staff said the block faces Loop 410 and a previous rezoning allowing truck repair and maintenance in 2023 established increased intensity in the area. The staff recommendation was for approval; the planning commission had recommended approval.
Community concern focused on proximity to the proposed Arboretum San Antonio. Adriana Quinones, executive director and CEO of Arboretum San Antonio, said the arboretum’s edge is roughly 3,000 feet from the proposed site, that parts of the intervening property are undeveloped, and that the arboretum’s master plan has not finalized emergency access or entry locations. Quinones said the arboretum would prefer buffering to protect tranquility and to preserve routes for emergency access.
Applicant representative Amir Shirkachi told commissioners the operation would create jobs and that the proposed frontage is separated from the arboretum and other residential parcels. He said the applicant is willing to work with staff and neighbors on mitigating noise, fumes and traffic impacts and noted the rezoning request covers only a portion of the larger ownership.
Commission discussion explored options between a full I-1 industrial zoning and a light-industrial option with a specific-use authorization to permit oversized vehicle parking while retaining site-plan requirements. City staff said an I-1 would permit both the vocational school and storage by right; a light-industrial classification with a specific-use authorization could be tailored with a site plan that sets buffers, landscaping and access. The commission voted to continue the item to the August 5 meeting to allow additional coordination between the applicant, staff and Arboretum San Antonio.
Why it matters: The rezoning would allow training and parking for commercial drivers on property adjacent to planned cultural open space; neighbors and the arboretum’s leadership requested time to work on buffering, access and circulation with the applicant and city staff.
