STEP Inc. to continue medical-transport services under state grant; seeks emergency shelter funds

The board approved a subrecipient monitoring agreement for the 2025–2026 Medical Assistance Transportation program, using $506,604 in grant funding from the Pennsylvania Department of Human Services to support transportation services for medical-assistance recipients in Clinton County. The motion passed with no recorded opposition.
After the vote, Raylene Jackson, director of service navigation at Step Inc., thanked the board and described changes Step has made to local service routes. She said the agency has expanded designated stops in Renovo and extended service to the Walmart in Mill Hall, and that the company is examining other designated-stop routing across Clinton County. Jackson said Step hopes those route changes will increase access for residents in Renovo and nearby areas. "We look forward to continue providing transportation services for medical assistance recipients in Clinton County," she said.
Jackson also said Step and the Clinton County Housing Coalition plan to apply for an Emergency Solutions Grant through the Northern Tier Partnership. She said the group plans to request about $212,000 to provide rapid rehousing in Lycoming County and emergency shelter and homeless-prevention services in Clinton County; she added the application deadline is July 18. Jackson told commissioners the most recent point-in-time count showed approximately 199 individuals experiencing homelessness in Clinton and Wyoming counties, a figure she cited as part of the application rationale.
Commissioners approved the county’s request to participate in the Northern Tier Partnership emergency-shelter application; the board heard no public objections during the meeting. Step representatives said route expansions began recently and that they expect the MAT funding and potential emergency-shelter funding to help maintain and expand access to transportation and housing services.
