Sellersburg council approves parking rules, salary pay for new board; tables solicitation rewrite

Sellersburg — The Town of Sellersburg Town Council on July 14 approved a second-reading ordinance adopting new parking standards, adopted an amendment to the 2025 salary ordinance to provide a small stipend for a newly created board, approved a final contract change order showing a $2,721.16 underrun on a 2025 paving contract, accepted a memorandum of understanding for maintenance of a short segment of South New Albany Street, and accepted an agreement resolving a recent “vicious animal” matter. The council also voted to table a proposed repeal-and-replace of the town’s solicitation ordinance for further staff work.
The council unanimously approved Ordinance 2025-OR-013 on second reading to add parking standards to the town code. Council members said the ordinance had been published and the public had been given an opportunity to comment; no members of the public spoke on the item at the meeting. The council then moved to adopt Ordinance 2025-ORD-015, an amendment to the town’s 2025 salary ordinance that implements payment terms approved previously for a newly created board (the change incorporates three positions with a $150 payment per member for meeting attendance). The council voted to waive a second reading and approved the ordinance at the meeting.
In new business the council approved a final quantity-adjustment change order for the CCMG 2025-1 paving contract that reduced the contract price by $2,721.16, reflecting items that under-ran the original contract. The council motion to accept the change order passed without discussion beyond confirming the savings amount.
The council also approved a memorandum of understanding between the Town of Sellersburg, Baptist Health (Baptist Health Systems, Inc.) and the trustee of Ivy Tech Community College of Indiana concerning a short dead-end segment of South New Albany Street located on or adjacent to Ivy Tech property. Under the MOU Baptist Health and Ivy Tech agreed to share equally the costs and responsibilities of maintaining that public way; the agreement includes a termination clause allowing either party to end the license with 90 days’ written notice. Council members confirmed the street appears on the town’s inventory but historically has not been maintained by the town.
Separately the council considered Ordinance 2025-OR-014, a repeal-and-replace of Code section 110.28 (solicitation). Council members said they are continuing to work with staff and expect to bring a revised draft back to the council; the item was left tabled.
Council members also accepted a proposed agreement arising from the town’s code provision for designated “vicious and dangerous” animals (referenced at the meeting as Ordinance 2017-OR-008). Town staff explained the agreement had been negotiated with the animal’s owner and that the council — acting as the tribunal under the code — could accept or reject the proposed agreement; the council voted to accept it.
