County CDBG administrator outlines four-year scope of services and $42,100 proposed fee

Jamie Schroeder, program manager at CDECOG, told the Clinton County Board of Commissioners on July 3 that CDECOG will prepare the county’s 2025 Community Development Block Grant (CDBG) application, administer the resulting contract and provide technical assistance to nonentitlement communities. "Every year, we do this around this time when we're getting started on what's called app prep," Schroeder said.
Schroeder said CDECOG will run required citizen-participation outreach and hearings (the first public hearing is scheduled for 09:30 a.m. next week), develop the three-year plan required by the Pennsylvania Department of Community and Economic Development (DCED), assemble the DCED application forms, and submit the application by the October 31 deadline. She said the contract that follows award of funds is for a four-year term and that CDECOG will maintain grant and project files, perform required monitoring and reporting, and process electronic drawdowns through the IDIS system; the county remains responsible for issuing checks. "No action is needed today, but I'll gladly take any questions, concerns, comments that you have," Schroeder said.
Schroeder described other routine administrator duties: preparing subrecipient agreements, conducting environmental reviews (which she said are charged to project budgets), attending bid openings, and ensuring compliance with labor standards and federal recordkeeping requirements tied to HUD and DCED rules. She presented a fee schedule showing a proposed total administrator fee of $42,100 for the program administration work described.
A commissioner asked for clarification about the fee timeline; Schroeder confirmed the fee covers administration over the four-year contract term and noted CDECOG will remain available to assist during any subsequent DCED monitoring or required revisions. The board did not take action on the presentation at the meeting; Schroeder said the county will be asked to sign an agreement for professional services after the 2025 grant award is issued.
The next steps described were the county’s public hearing next week, final project selection and a final public hearing before the application is filed with DCED on or before Oct. 31.
