Carbon County commissioners approve emergency plan, ratify indigent defense grant and adopt midyear budget amendments

The Carbon County Commission approved the county's Emergency Operations Plan, ratified the 2026 indigent defense grant agreement, opened sealed bids for a 15-passenger van and adopted midyear amendments to the 2025 budget at a July 2025 meeting.

The Emergency Operations Plan was approved to maintain eligibility for the federal Emergency Management Performance Grant (EMPG). Justin, a county emergency staff member who presented the plan, said the plan governs how the county runs its emergency operations center and that "all emergencies happen local, start local, and end local." Commissioners voted to approve the plan so staff can continue work on the EMPG application; the motion carried unanimously.

County Attorney'office matters were also on the agenda. Christian, a county staff member who explained the grant, said the state provides additional funding to ensure an adequate public defense system and that "by law, the county is required to pay for indigent defense for every individual in the county who might be charged with any crime where there's a possibility of jail that could be imposed." The commission opened sealed bids for a new 15-passenger van for Carbon County events and recreation. Staff member Courtney reported multiple bids: AutoFarm submitted a 2025 Ford Transit, 15-passenger, at $72,125 and a 2026 Transit at $69,265; Larry H. Miller (Edgar) submitted two 2025 Transit 350 all-wheel-drive offers at $64,846.98 and $65,607.58 (estimated delivery Oct. 1 and Oct. 7 were listed on those bids). Commissioners acknowledged the bids and authorized Commissioner Haddock and staff to review and recommend the best value; that procedural motion passed.

Finance staff presented numerous midyear budget amendments and answered commissioners' questions before the commission opened a public hearing (no members of the public spoke). Seth, county finance staff, summarized proposed amendments affecting multiple funds: a proposed $75,000 increase to the public defender allocation (reflecting the grant-supported contract), a one-time software upgrade for the county's Spillman/Motorola system (staff described it as a one-time upgrade funded in part by 9-1-1 reserves and grants; an explicit total dollar amount for that upgrade was not specified in the meeting), and department-specific changes including an assessor office increase (reported as $236,000, covering wages, a vehicle purchase and commercial appraisal services), ambulance increases (including a roughly $380,000 adjustment tied to replacing a wrecked ambulance box and purchasing updated defibrillators), and airport project increases (including a proposed ~$300,000 for the north taxi lane project, the majority to be paid with federal grant dollars). After the hearing, the commission approved the amendments; the motion carried.

The sheriff's office delivered an informational report on vehicle purchases and upfitting. Sheriff Jared Wood said staff located a 2024 Ford Explorer interceptor and additional F-150 police packages on state contract, and that the procurement and vendor selection for equipment installation produced savings: "I feel like we saved the citizens of Carbon County money by doing a little due diligence and little work," he said. That report was received as informational; no formal action was required.

Other administrative and informational items included two employee recognitions (one presented by Rebecca Taylor and another by Deputy Chief Zach Wise of the Helper Fire Department recognizing county road and maintenance staff for their response to a June structure fire) and an assessor's office update. Amy Schmidt Peters, Carbon County assessor, and Kevin, chief deputy assessor, said the office has begun a reappraisal of parcels in Price City (state tax code requires parcel updates at least every five years; the office said it hopes to accelerate that timetable in some areas). The assessor's office said notice of valuation letters were scheduled to be mailed July 20 and reminded property owners that the appeal deadline is Sept. 15.
