Washoe County board introduces Tahoe Area Plan amendments after heated public comment on density, parking and evacuation

The Washoe County Board of County Commissioners on July 15 introduced and conducted a first reading of amendments to the Tahoe Area Plan and related development code changes that would implement TRPA27s recently adopted Phase 2 housing rules and a set of county-proposed clarifications and workforce-housing measures.

County Senior Planner Eric Young told commissioners the package combines TRPA-mandated changes on parking, height and density with Washoe County changes intended to clarify parking-study requirements, enable deed‑restricted multifamily housing in parts of Ponderosa Ranch and allow smaller parcels to host accessory dwelling units (ADUs).

Young summarized the scope: "These changes are centered on parking, coverage, height and density" and explained the county added specifics for how a parking analysis must be prepared because TRPA27s mandate did not specify a standard.
