City Manager Leon told the Yankton City Commission on July 14 that staff will draft an ordinance to allow administrative revocation of peddlers' licenses after formal complaints of high-pressure sales and vendors failing to leave private property. Leon said the change would let the city manager, the police chief and whoever is the seated mayor act between regular meetings when a formal complaint is received.
"We received some complaints, a formal complaint, of some high pressure sales and the peddler not leaving the property when asked," Leon said, explaining why staff and the chief should be able to act administratively rather than waiting for the next commission meeting. He said staff will draft an ordinance and present it to the commission before the next warm season when door-to-door peddling typically resumes.
Leon also discussed other items in his manager's report. He said the South Dakota Secretary of State has released a new voter-registration form and urged residents who need to register to consult the Secretary of State's website. "Lisa has informed me that the state has a new voter registration form," Leon said.
On public-facility behavior, Leon warned the commission that the city will remove and trespass people who bully, harass or act in a lewd or obscene manner in city facilities. "Those people will be kicked out of the facility, permanently. And if they return to the facility, they will be trespassed and we will visit with the Yankton Police Department," he said, noting he would not discuss personnel details in public comment.
Leon reminded the commission about several upcoming events and agenda items: the Lewis and Clark Behavioral Health facility opening on Wednesday, July 16 at 10 a.m., a presentation of a draft strategic plan at the commission's Aug. 11 meeting, and a budget meeting scheduled for Aug. 18. He said the city had contributed land for the new behavioral health facility and described the city as a partner in the project.
Leon also said staff had placed maps, graphs and statistics about the Douglas Avenue water-main project in the commission SharePoint for commissioners to review, and that Kyle Goodmanson or Tanner Hansen will provide a wastewater project update at the Aug. 11 meeting.
The manager's report included routine reminders about statutory deadlines: Leon said staff will meet planning and parks advisory boards to finalize the capital improvement plan and prepare the budget for public presentation "no later than July 31 per statute."
