Metro to test passenger readiness of regional rail corridors; study to report to legislature by October

Metro staff on July 14 briefed the Washington County Coordinating Committee on a legislatively‑directed study testing whether existing heavy‑rail corridors in the Metro region could accommodate passenger rail service.
Elizabeth O’Hara, Metro project manager for the study, said the analysis responds to direction in the state legislature asking Metro to test whether gaps in the region’s high‑capacity transit network could be filled by passenger rail on existing corridors. The study will not replace deeper project studies elsewhere (for example, ongoing Cascadia high‑speed rail work or Amtrak corridor assessments) nor will it replicate detailed project planning such as the Westside Extension study. Instead, Metro staff said this is a high‑level, planning‑scale assessment to identify “passenger readiness” characteristics for corridors and point to near‑ and longer‑term actions.
O’Hara said the team will look at factors including corridor ownership, conflicts with freight movements, at‑grade crossings, and order‑of‑magnitude costs. The project includes four technical advisory group meetings and a legislatively‑timed deliverable with corridor recommendations and actions needed to pursue passenger service; staff expect to complete the effort by late October or November for a report to the legislature.
Committee members noted existing examples and constraints: WES was cited as a working example of service on freight corridors; members urged the team to coordinate with WES operators and to include operating‑cost considerations in any readiness analysis. Several committee members also noted some rail rights‑of‑way are rail‑banked or otherwise not active in their jurisdictions and asked staff to reflect local changes in corridor availability.
O’Hara said Metro will map freight and passenger desire lines, screen corridors for readiness, and identify actions and timelines to advance promising corridors or to note where long‑term conditions might make passenger service possible in the future.
