Board approves federal-funds procurement plan; superintendent says Congress-approved money remains unreleased

The Yankton School District 63-3 School Board approved a procurement plan for all federal funds to meet state compliance requirements, and Superintendent Dr. Kendall reported on a trip to Washington, D.C., pressing lawmakers to release federal education funds that the district has not yet received.
Dr. Kendall said state officials and district staff have prepared the procurement plan with guidance from the state and that the plan largely documents existing procedures. The board approved the plan by roll call.
Dr. Kendall said he recently met with the district's two U.S. senators and one U.S. representative (one senator in person; staff for the others) to request that the Office of Finance release funds Congress has allocated for schools. He said the Office of Finance and the U.S. Department of Education have not completed required internal steps to disburse money and that the delay affects the district's cash flow and contract obligations. Dr. Kendall said the withheld funds amount to "several hundred thousands of dollars" for the district and asked community members to contact members of Congress to urge release of the money.
The board recorded that state requirements for procurement and federal grant administration are being followed and that the procurement plan will be retained as the district's formal documentation of those practices.
