Allegany County to move five consent items — library appointments, $3M flood-relief amendment, school-site contract — to action

During a brief preparatory discussion, county staff said five consent-agenda items will be moved to action for consideration at the upcoming Allegany County Commissioners meeting.
County staff member Mr. Bennett outlined the five items: appointments to the Allegany County Library System board for Rosa Garcia and Megan Murphy (to replace members whose terms ended or who resigned), declaration of a surplus truck and the re-approval of a used dump-truck purchase for the roads division, a fiscal-year 2025 budget amendment to temporarily cover flood-relief expenditures, renewals of Travelers property-and-casualty and Hartford workers’ compensation insurance, and a $67,000 contract with the EADS Group to provide a subdivision plan and construction administration for work at Allegany High School.
The library appointments would be for staggered terms: Megan Murphy’s appointment would run through June 30, 2028, and Rosa Garcia’s through June 30, 2030. The truck purchase price identified earlier was no longer available; staff said the county will instead purchase a different used dump truck for $75,565 (previously estimated at $82,500). On flood relief, staff estimated the county will draw about $3,000,000 in expenditures before the end of the fiscal year and proposed a budget amendment to pull from fund balance temporarily to cover those costs.
“Travelers is gonna go up about 8%,” Mr. Bennett said, attributing the increase largely to rising property values. He added that the county’s Hartford workers’ compensation renewal is expected to rise about 4% because of payroll-estimate changes, and he thanked Tracy Hedrick for work that has helped reduce the county’s workers’ compensation experience over recent years.
Mr. Bennett said the $67,000 contract with the EADS Group will fund design and oversight services for the Allegany High School site work so economic-development staff have less direct administrative burden.
Several commissioners and board members present said the consent items should be moved to action on the meeting agenda so each item may be debated and voted on formally; staff said they would add the move from consent item A to action item M as the meeting’s final action item. No formal votes on the consent items were recorded in the preparatory discussion.
The preparatory session lasted only a few minutes and staff described the day’s agenda as light. Formal consideration, discussion and any votes on the listed items will take place during the public meeting when the items are presented as action items.
