The Sparks City Council on July 14 approved a memorandum of understanding (MOU) between the City of Sparks and International Association of Firefighters Local 731 to outline procedures for light-duty assignments related to work injuries.
Human resources director Shauna Halterman explained the current collective bargaining agreement includes light-duty pay but lacks assignment guidelines; the MOU allows, upon written request, up to two employees per battalion to perform work-injury-related light duties while remaining on their regular 56-hour workweek rather than being shifted to a 40-hour schedule. Light-duty assignments must remain within workers' compensation work restrictions.
Haltermann told the council the MOU has "no direct cost impact." A member of the public asked during the hearing what "no cost impact" meant; Haltermann offered to speak with that person after the meeting for clarification. Council approved the MOU unanimously.
