The Sparks City Council unanimously approved three personnel resolutions on July 14 that adjust pay ranges and select benefits for confidential employees, Deputy Police Chiefs and employees of the City Attorney's Office.
Shauna Halterman, human resources director, presented each resolution. Resolution 3468 governs confidential employees for the period July 1, 2025, through June 30, 2029; staff said labor-market adjustments and benefit changes would have an estimated general-fund cost increase of $6,519 in fiscal year 2026 and $3,818 in fiscal year 2027. Changes include labor-market adjustments to bring positions to market average, increased longevity pay ($500), and higher deferred-compensation matching.
Resolution 3469 addresses Deputy Police Chiefs for July 1, 2025, through June 30, 2027, and proposes a 2% pay increase to maintain separation from lieutenant pay, higher longevity pay and flexible paid parental leave; estimated FY26 cost is $24,633 and FY27 cost $7,154.
Resolution 3470 covers City Attorney's Office employees for July 1, 2025, through June 30, 2029, with labor-market adjustments, increased longevity pay, and deferred compensation match increases; estimated FY26 impact is $93,052 and FY27 is $20,374.
Councilmembers thanked Halterman and staff for completing the studies and approved each resolution by motion; all three motions carried unanimously.
