Board approves 28E agreement to fund four-year mental health liaison with Pocahontas County

The Humboldt County board voted to authorize the chair to sign a 28E agreement establishing liaison services between Humboldt and Pocahontas counties to support a grant-funded mental health advocate.
The grant funds the position for up to 48 months; the presenter said the grant allows a 7% annual budget increase and that the liaison will report to the board quarterly with data on crisis contacts and jail outreach. The liaison described plans to accompany law enforcement on crisis responses in both counties, work with schools and the CERT program, and seek additional grant funding for items such as tablets for jail use so detainees can access services.
Board members asked procedural questions about the duration and renewal of the agreement; staff clarified the grant covers the position for up to four years and that annual budget line-item adjustments would be made through the grant process and would not require the board to reauthorize the 28E each year. The presenter said the role had been piloted in the past, was paused by legislative changes, and is now being restarted under the new grant.
The motion to approve the chair’s signature on the 28E agreement passed by voice vote. County staff said an advisory committee spanning the two counties will provide oversight; Sandy (county staff) is on the advisory committee and will bring periodic updates to the board.
