Associate Counsel Bassett told commissioners that, in lieu of an adjudicatory hearing, Alford and the executive director had negotiated a stipulation. Bassett said the review found the conduct did not warrant prosecution on several listed counts and that the parties had agreed to dismiss some allegations and to treat a separate charge as a non-willful violation for failure to disclose a conflict of interest. "In lieu of an adjudicatory hearing, Mr. Alford and the executive director have agreed to the proposed stipulation that's before you this morning for your approval," Bassett said.
