Council approves additional planning-contract authority despite concerns about missing backup details

The City Council approved item 29, extending additional mitigation-services work by three consulting firms for community plan updates after public and council questions about the sufficiency of backup materials.
Councilmember Shapiro and several speakers questioned why the staff report did not specify what the consultants were doing, how much work remained, or the dollar amounts involved. "On their background backup material, they don't specify what these people are doing, what these organizations are doing in the way of mitigation, how much their services have been completed, and how much do they need further?" Shapiro said.
Despite those concerns, the council prepared the roll and the clerk recorded the vote as "11 ayes," approving the item. Councilmembers and commenters requested clearer documentation and more specific budget and time information on future items.
The council’s approval allows the planning department to continue the community plan updates with the named contractors; the staff was not recorded as providing additional itemized cost or completion metrics during the meeting.
