Council enacts zoning changes to allow artisan/manufacturing uses and require bicycle parking

The Borough of Carlisle enacted zoning text amendments on July 10 that change definitions and land-use permissions in the zoning code, add minimum bicycle parking requirements and update language for massage therapy uses to comply with state certification rules.

Why it matters: The amendments formally allow artisan and industry uses (up to 10,000 square feet of manufacturing space) in commercial, industrial and urban mixed-use districts. The bicycle-parking requirement applies to parking lots with more than 10 spaces and establishes a minimum number of bicycle parking spaces. The changes are intended to broaden permitted uses in commercial/industrial areas and to support bicycle access and security.

What passed: Planning staff (Jared Willston) explained the package includes: allowing up to 10,000 square feet of manufacturing as an artisan/industry use in commercial, industrial and urban mixed-use districts; establishing a minimum bicycle parking standard for parking lots with more than 10 spaces; and cleaning up massage therapy/parlor text to align with state certification requirements. The amendments were subject to a public hearing earlier in the meeting; no public comments on the zoning amendment were recorded at the hearing. Council then enacted the ordinance by roll call.

Implementation and context: The amendments change the list of permitted uses in specified districts and add a clear bicycle-parking standard to be applied when property owners modify parking or when new developments are reviewed. Staff will codify the changes and post updated ordinance text; enforcement and application will occur through the borough's planning and building permit processes.
