Wendy Hagen, who identified herself as an animal-shelter volunteer of about eight years, told the council she has seen animals leave the shelter unaltered and said the shelter offers adoptions for $45 with an unverified expectation that adopters will return animals for spay/neuter, with no systematic follow-up. Hagen also asked why the shelter’s financial summary did not show funds the shelter purportedly receives from a rendering company when animals are euthanized and collected, saying a rumor suggested the rendering company pays more for dead animals than the shelter collects in adoption fees. The mayor noted non‑agenda items cannot be discussed at length in the meeting but said staff would take the comment and follow up.
Manuel Sanchez addressed code enforcement, saying he believed a neighbor (named in his remarks) and city volunteers were treating him unfairly. Sanchez described seeing an overgrown palo verde branch that he said blocked sight lines at an intersection and recounted speaking with a code-enforcement officer at the scene; he later received a notice he disputed. The city requested Sanchez’s contact information and said staff would follow up.
Council did not take immediate action during the meeting; staff said they would accept the comments and follow up after the meeting.
