Council introduces ordinance to standardize advisory‑body officer rotation; vote 4–1 on introduction

The council introduced an ordinance amending Palm Desert Municipal Code section 2.34.0.05 to standardize how advisory-body officers (chair and vice chair) rotate, and directed the city clerk to implement an immediate policy consistent with the ordinance.

City Clerk Anthony explained the proposed approach: the current chair would be moved to the end of the rotation, the current vice chair would become seat number one, and remaining members would be placed in alphabetical order so that each year the next seat advances into the vice chair and then the chair role. The policy allows members to defer their placement and was presented as a way to avoid repeated chair service by the same person in successive years.

Councilmembers discussed whether alphabetic ordering could disadvantage short-term members or those appointed late in the cycle. Anthony and council members noted alternative options — seniority-based rotation or district-based rotation used in other cities — but said those approaches can create tie-breaking and queue-management complexity. The clerk said the proposed method is a novel but practical response to council direction.

The council voted to introduce the ordinance and direct implementation; the vote was recorded as 4–1 with Councilmember Nusdandy voting no. The ordinance introduction will go through the standard adoption process at a later meeting.
