The Town Council approved Resolution 2025‑13 on July 10 to terminate the town’s office lease and associated multi‑party agreement with the Envoy downtown development. Town Attorney Scott summarized the 2016–2017 economic development transaction and said Envoy has met the contract milestones and secured refinancing commitments that permit termination of the documents.
Town Attorney Scott said termination of the office lease and the multi‑party agreement will release the town from ongoing obligations under those documents and that the developer will make a payment to the town of $68,656.82 as part of the termination. Councilors and staff framed the outcome as a favorable resolution to a longstanding economic development arrangement and thanked Clay Jackson (staff) for identifying that the town had been due funds earlier in the project.
Council approved the resolution by motion and voice vote with no recorded roll call. Staff said the termination concludes a multi‑year process related to the downtown development arrangements and frees the town from future lease payment obligations under the original agreement.
