The Rio Blanco County Board of County Commissioners approved the Hilkey Minor Subdivision (PSUB‑0004‑25) and a concurrent rezoning on July 8 after receiving a staff report and a favorable planning commission recommendation.
Planning staff said Don and Rosemary Hilkey filed the minor subdivision on behalf of Rhonda and her husband for estate planning; the application would create a single‑lot subdivision incorporating an existing residence. Referral agency reviews returned no objections from the Town of Meeker, the Town of Rangely, the Army Corps of Engineers and the Colorado Department of Transportation. The county treasurer reported taxes were paid in full.
The Division of Water Resources reviewed the property's well permitting and worked with the applicant to modify and correct permit issues; planning staff said the division issued a final letter approving the corrected well and subdivision.
Planning Commission voted 4–0 in favor of approval with no conditions at its June 26 meeting. Planning staff recommended approval of PSUB‑0004‑25 as presented. Commissioners moved, seconded and approved resolution 2025‑19 adopting the Hilkey Minor Subdivision. The board also approved the rezoning (PRZ‑0003‑25) required by county land use regulations for parcels under the acreage threshold, changing the parcel at 3776 County Road 13 to rural residential.
