- Successor Agency minutes (item 14) — passed 5–0.
- Item 15: Third amendment to the Winchester Hills development agreement (PA25-0016) — ordinance approved 5–0. The amendment rescinded a prior extension of the agreement term and reinstated the original term language at the applicant’s request; staff said the action allows the developer to pursue regional fee exemptions and that the amendment is CEQA-exempt under the general-rule test (Cal. Code Regs., tit. 14, §15061(b)(3)).
- Item 16: Solid-waste and recycling rates for commercial customers (FY 2025–26) — resolution adopted 5–0. The franchise hauler’s CPI (2.01%) and Riverside County tipping-fee (2.88% / $1.43 per ton) adjustments were adopted; staff provided sample monthly impacts (e.g., a 2-cubic-yard, once-weekly bin would increase from $140.51 to $143.46).
