Commissioners and staff repeatedly stressed the commission’s existing rule that window artwork must not exceed 20% of each pane and asked applicants to be sensitive to historic downtown streetscape character when designing window graphics, temporary artwork and blade (projecting) signs. Where applicants proposed regularly changing window artwork, staff and commissioners indicated they would allow changes within the 20% parameter without requiring the applicant to return for every update.
