Temecula honors Community Services Manager James Wilcox on retirement; proclaims July Parks and Recreation Month

The Temecula City Council recognized Community Services Manager James Wilcox on July 8 for 28 years of service and proclaimed July 2025 as Parks and Recreation Month.

Wilcox, who started with the city in 1997 and became a full-time employee in 1999, was honored at the start of the council meeting. ‘‘It’s been an amazing journey,’’ Wilcox told the council during brief remarks about his career. Council members and city staff praised his role overseeing sports fields, park programming, the park ranger program and joint-use agreements with Temecula Valley Unified School District.

Context: During the ceremony the council read a proclamation that said Parks and Recreation Month ‘‘showcases the many benefits of parks, programs, facilities and services’’ and urged residents to observe the month. The proclamation notes parks and recreation promote physical and mental health, civic identity and local economic benefits through tourism and higher property values.

Council and staff remarks: Multiple council members and the city manager thanked Wilcox for his long service. Councilmember Zach Swank and others described Wilcox as a steady presence who helped build the city’s parks and programs; Wilcox singled out longtime colleagues and family in his remarks. City staff presented a certificate and a gift and invited family to the podium for photos.

Closing: The council said the city will continue Parks and Recreation Month programming and thanked City of Temecula parks and community services employees for their work producing events and programs.
