Bill to study supports for immigrant older adults cleared by committee

Assemblymember Juan Carrillo presented AB 450 to establish a task force at the California Department of Aging to develop policy recommendations on supporting immigrant adults age 55 and older. Carrillo said the task force would feed recommendations into the 2028 Master Plan for Aging and examine barriers including housing, access to health and social services, language access and caregiving burdens.
Supporters including CHIRLA, local advocates and county welfare directors said immigrant older adults are overrepresented in low‑wage work, often work past typical retirement age, and face language and access barriers to services. Testimony cited estimates of undocumented Californians and the number aged 55+ as context for the task force's scope and goals.
No formal opposition appeared at the hearing. Committee members voiced support and a motion to pass the bill carried. Senator D'Arzo moved the bill and remarks emphasized respect for seniors and recognition of immigrant contributions to the state.
What happens next: AB 450 was advanced to Appropriations; the task force, if created, would produce findings and recommendations that could inform the Master Plan for Aging.
