Public praise for summer learning and meals; board discusses facility-use policy and safety updates

Speakers at the July 9 Richmond Community Schools Board meeting praised this year’s summer learning work and asked the board to continue supporting community partnerships as district staff outlined meal distribution and safety-policy work.
Two community members identified as Steve Jones and Trent Pipes spoke during the public-comment period, thanking district staff and administrators for the summer learning program and maintenance of bus routing and other operations. A principal or administrator noted improved passing rates at the school-level after the learning camp interventions.
Bridget Hazelbaker, director of student support and communications, told the board that the district and its food-service partner Chartwells have been distributing summer meals and “we have served over 70,000 meals, 2 of our students in just the June.” She described meal pickup schedules (Mondays, Wednesdays and Fridays with multi-day packs) and listed pickup locations that include the high school administration point, the splash pad at Glen Ella Park and Corio Pool; the meal service runs through July 25.
During open forum board members discussed revising the district’s facility‑use policy to clarify tiers and fees for community groups. Members said the current mix of board policy, administrative guidelines and local practice creates confusion for community partners and scheduling staff and asked administration to present clearer, tiered language (for example, by type of facility and by usage) before fall programming begins. The board set a special policy meeting for July 15 to review policy items and flagged a target of finalizing clearer facility-use guidance before the start of fall athletics and community permitting.
Board members also noted recent statutory changes affecting automated external defibrillator (AED) use and said staff and community partners are reviewing compliance language and device availability across sites.
President Brittany Pickering also announced an appointment: Franklin Pipes will serve as the next assistant principal at Testia Intermediate School. The board invited the Pipes family to the meeting for the announcement.
Why it matters: Summer programs, meal distribution and facility-use rules affect students and families across the district and community organizations that rely on school facilities for events and practices. Clarifying the facility-use policy is time-sensitive because athletics and other fall activities require finalized schedules and permits. Meal sites and times were provided to families and remain active through July 25.
Upcoming: the board scheduled a special policy meeting for July 15 at 10 a.m. and will host a “State of the Schools” for the business community on July 22; the next regular meeting is July 23 at 5:30 p.m.
