Board approves up to $500,000 amendment to allow SFCTA to install joint trench for West Side Bridges project

The Treasure Island Development Authority board approved an amendment on July 9 to two memoranda of understanding with the San Francisco County Transportation Authority (SFCTA) to permit the West Side Bridges contractor to install a joint trench that will carry primary 12 kV power, Department of Technology conduits and streetlight conduits. The amendment increases TIDA’s previously authorized contribution by up to $500,000 to cover the joint trench work so that trench construction can be accelerated within the West Side Bridges schedule.
Wei Zhang, TIDA infrastructure manager, described the West Side Bridges project as a major multimillion‑dollar roadway and retaining‑wall construction effort that replaces seismically deficient viaduct structures, improves roadway geometry and connects to McCulloch and Treasure Island Road. SFCTA is the lead agency and general contractor work is underway; TIDA previously authorized funding MOUs in 2023. Zhang said the joint trench scope will tie into existing PUC power and DT conduits near the intersection of Treasure Island Road and McCulloch and will allow the new road and lighting to be energized and DT to pull communications through the corridor.
The amendment increases TIDA’s financial contribution from $3,505,000 to no more than $4,050,000 (an increase “no more than $500,000” as described to the board) and obligates SFCTA to secure required city permits and incorporate the joint trench work into its contract. Zhang and SFCTA consultant Diane Stanhauser said the joint trench estimate is approximately $500,000 and that including it in the contractor’s scope will accelerate delivery of power, streetlights and DT conduits.
Board members asked about small‑business and local hiring expectations on the project; SFCTA staff said they will report on goals and tracking when they present a fuller West Side Bridges update to the board in September or October. A motion to approve the amendment was made and seconded and the board voted in favor. No specific vote counts were recorded in the public transcript.
The approval enables SFCTA to proceed with joint trench permitting and construction as part of the West Side Bridges project; SFCTA and TIDA staff said they will provide a fuller status update and small‑business/local‑hire reporting at a future board meeting.
