PUC seeks $26.5 million amendment to Arcadis construction management contract for biosolids digester project

The Public Utilities Commission requested committee approval July 9 to amend an existing construction management staff‑augmentation contract with Arcadis U.S., Inc. for the Southeast Plant biosolids digester facilities project. PUC project staff said the amendment would increase the contract by $26,500,000—raising the not‑to‑exceed total to $68,500,000—and extend the contract term by about 3 years and 9 months to match schedule changes for a project that is currently roughly 65% complete.
Project Manager Carolyn Chu displayed onsite photos and a rendering and said the project replaces aging solids‑handling infrastructure with modern digesters, solids treatment processes and dewatering facilities. She told the committee peak construction activity is imminent and the additional construction management support is necessary to complete equipment installation, mechanical and electrical systems and commissioning.
BLA staff summarized that the amendment primarily funds additional construction contract management and inspection hours driven by the extended schedule and additional construction contracts. PUC confirmed federal WIFIA and SRF financing are in place for the project. The committee forwarded the amendment to the full Board with a positive recommendation (Dorsey, Engardio, Chan — 3 ayes).
