County commissions feasibility study on micro‑transit and same‑day paratransit alternatives; conditions report due in August

Milwaukee — The county’s Department of Transportation and consultant HNTB updated the committee on a feasibility study that will evaluate alternative ways to deliver fixed‑route and paratransit services, including micro‑transit options and expanded same‑day service.
Sandy Kellner, interim MCTS chief administrative officer, and HNTB project manager Mike Sabol said the study’s near‑term deliverable is a conditions and forecasting report planned for early August. HNTB described the study as a three‑part effort: summarize existing and forecasted conditions; review peer systems and market demand; and produce a menu of service alternatives with cost, pros/cons and an implementation plan.
Early findings presented to the committee include a post‑pandemic ridership rebound, alignment of MCTS cost per ride with peer agencies and a transit‑propensity mapping exercise that overlays current service with future demographic forecasts to identify coverage gaps.
