Placerville awards Smith Flat Road storm drain and paving contract; council approves $1 million appropriation

City Engineer Savage presented the Smith Flat Road storm-drain and paving project and recommended the council approve a construction contract, related engineering amendments and a $1,000,000 budget appropriation. Savage said Smith Flat Road’s pavement condition index was 8 in 2014 and had deteriorated further since; the project includes sewer-main repairs, replacement of storm culverts and full roadway replacement.
Bids were opened June 17; the apparent low bid was Doug Verkamp General Engineering, Inc. for $2,064,481.83. Staff recommended holding a 15% construction contingency for unforeseen conditions and proposed using in-house construction management with REY Engineers providing additional construction engineering support and Dewberry Engineers providing inspection support under a task order. Staff said the contractor expected to begin the week of July 21 and the contract time is 60 working days.
Sue Rodman, a Measure H/L committee member, spoke in support of the project and urged prompt construction. Councilmembers noted the road’s poor condition and supported moving forward. The council approved the package on a roll call vote: Councilmember Carter—Aye; Councilmember Noe—Aye; Councilmember Yarbrough—Aye; Vice Mayor Gottberg—Aye; Mayor John Clerici—Aye.
