Applicant proposes multi‑layer fencing and expanded litter pickup to limit wind‑blown waste

Commissioners noted they previously lacked clear wording about existing permit conditions addressing litter and asked staff to document any existing conditions on the current permit; staff said recent review did not locate comparable literature in the current permit and that several litter measures would be new conditions if the commission approves expansion.
