County hears federal public-lands updates: roadless rule rescission, travel management, and proposed timber loan program

Harney County commissioners used the July 2 session to review several federal public-lands developments and potential legislative proposals that could affect forest management and local communities.
Commissioners discussed a U.S. Department of Agriculture announcement from June 23, 2025 rescinding the 2001 Roadless Rule, which had prohibited road construction and timber harvest on roughly 58.5 million acres of national forest. One commissioner noted that removal of the roadless rule could require agencies to rethink travel-management plans that control roads and access on federal lands.
County members also said they received reports that travel-management actions had been suspended in their region; commissioners welcomed the pause, noting travel management had been a point of contention locally. The group also discussed a reported three-year pause to a Comprehensive Conservation Plan (CCP) review for a local refuge, with one commissioner observing the pause may align with the 2028 presidential election cycle.
On federal legislation, commissioners said staff had contacted U.S. Sen. Jeff Merkley’s office and learned the senator would introduce a Wildfire Resilient Communities Act and a timber production expansion guaranteed-loan program. The loan program, as described to county staff, would provide government-backed loans to help expand milling and processing infrastructure within an approximate distance of federal forests; county officials said they wanted more detail about guarantee conditions before taking a formal position. "If it says guaranteed, what does that mean?" one commissioner asked; staff said specifics and program terms remained to be clarified.
Ending Commissioners said they will continue to monitor federal rulemaking and proposed legislation and invited staff to keep the court informed of opportunities to comment or to seek support for measures that could assist local forest restoration and wood-processing infrastructure.
