Walsh said that substantial historical fires (for example an event often mentioned from 1999) predated current daily cover practices and operator changes; current daily cover and operational processes reduce the likelihood of similar large, open fires. The applicant also proposed enhanced reporting protocols for fire incidents (making incident logs available to county stakeholders and the fire district) and agreed to operational measures such as keeping on‑site suppression equipment operational and available during higher fire risk conditions.

Commissioners asked whether Adair Fire District had provided written suggested conditions; staff said the district was consulted and had provided comments. Commissioners and staff discussed ongoing coordination with the fire district, commitments to maintain fire‑suppression equipment and to improve communications and quarterly coordination meetings.
