Englewood staff tee up July 28 study-session items: waste characterization, pavement survey, CIP midyear review

City Manager Sean Lewis and Deputy City Manager Tim Dodd noted the agenda will include acceptance of a Colorado Energy Office grant of $250,000 for high-efficiency electric heating and appliances. "And acceptance of a '25 a 250,000 high efficiency electric heating and appliances grant awarded by the Colorado Energy Office," Lewis said.
Council members used the mayor-manager meeting to raise specific requests for the study session. Member Russell asked for counts on illegal-fireworks reports, warnings and citations. Member Wright asked whether community-development staff record neighborhood or citizen meetings held for development applications and, if not, what steps are taken to document those meetings.
Why it matters: the study-session items touch on city infrastructure planning (pavement and CIP), waste diversion strategy that may shape recycling/solid-waste policy, and financial reporting and grant acceptance that affect near-term capital budgets.
Staff noted timing concerns: a waste-diversion conversation currently listed for five minutes is expected to require at least 15 minutes, and staff indicated a newly proposed IGA with Sheridan may be pulled from consent for separate discussion if members request.
No final policy decisions or votes were taken at the July 9 meeting; the session functioned to set study-session topics and to register council members ata requests for the July 28 packet.
