County staff and commissioners discussed background on a $3 million award the county received in 2023 through the Oregon Judicial Department for court-related services. Officials said the original plan had been to use those funds on the Lincoln Building’s third floor as a circuit court facility, but rising cost estimates and other project uncertainties led the county to request reauthorization to use the funds on alternative court-related facilities tied to the county's justice-center planning. The court indicated the legislature approved a reauthorization but the county has not yet seen the final bill language and said the designation is intended to identify the facility that will be referenced in future documentation.
Resolution No. 2025-15, as adopted, lists the Harney County Law Library, the Harney County District Attorney’s Office, the 9-1-1 dispatch center, the county jail and related services as being located within the Harney County Courthouse Annex. Commissioners asked staff to add the County Sheriff’s Office and dispatch references consistently in both bullets of the resolution language; the finalized version read in public included the sheriff’s office and dispatch in the annex description.
A motion to adopt the resolution was made and seconded; the record states commissioners present answered "aye" and the motion carried. Commissioners discussed recordkeeping: that official county documents, directories and communications should refer to the identified facility as the Harney County Courthouse Annex.
