Loudoun County staff presented eight recommended pilot locations for the Safe Passage to Schools program on July 8 and asked the Finance Committee to endorse the sites and forward roughly $1.8 million for consideration in a future Capital Improvement Program cycle.
Presenters said the eight pilot locations are primarily high‑visibility crosswalks, signal timing or raised bump‑out conversions and targeted parking restrictions to improve sight lines and pedestrian safety. The list includes a signalized intersection near Farmwell Station Middle School, two sites near Horizon Elementary in the Cascades area (one of which staff said is not currently recommended because of Potomac View Road speeds and would require further analysis), a proposed raised bump‑out across Broadmoor Terrace, crossings along Portsmouth Boulevard in Belmont Green, a crosswalk across Mineral Springs Drive near Mercer Middle School that would need parking changes, a crosswalk at Marshfield Drive near Stonebridge High School with parking restrictions to improve visibility, and three crosswalk/refuge improvements at or near the Buffalo Veil Elementary access on 7 Hills Drive.
Staff said they would also pursue Transportation Alternatives Program (TAP) grant funding through VDOT for some of the projects and would coordinate design details with VDOT where state control and approvals are required. Planning‑level cost estimates prepared by staff totaled roughly $1,800,000 in 2025 dollars. Committee members asked about grant prospects, whether funding would be available if a grant is not awarded, and whether there would be subsequent countywide phases. Staff said the pilot will inform a broader Safe Routes/Safe Passage program and the board could consider moving pilot costs into a future CIP depending on grant outcomes.
The committee voted to endorse the pilot locations and recommend the board consider the approximate $1.8 million for inclusion in a future CIP prioritization process; the motion passed 5–0.
