The Timnath Town Council on July 15 approved Ordinance No. 10, Series 2025, amending the Timnath Landing plan-development overlay (PDO) for the remaining undeveloped portions of Timnath Landing (Timnath Lakes North). The ordinance passed with conditions attached to allow staff to resolve minor comments before final signatures.
Staff and the applicant described the amendment as a targeted change to dimensional standards in portions of the existing R‑2 and R‑3 areas and the creation of a ‘‘transition overlay’’ intended to maintain larger setback and lot standards adjacent to existing development. Key features discussed by staff and the applicant included reduced minimum lot areas and widths to enable smaller detached and attached product types, reduced side, rear and garage setback standards in certain areas, and an increase in allowable impervious-surface coverage for smaller/attached product types (staff cited 60% for detached standard and up to 75% for attached where applicable). In exchange for the additional flexibility, the applicant committed to dedicating a minimum of 30% of the gross site area as functional open space — 10 percentage points above the town’s standard requirement for single-family development.
Staff said the proposed PDO amendment preserves the sketch-plan cap of 764 dwelling units for the overall Timnath Landing area; the amendment does not increase the approved maximum density. Planning Commission recommended approval 4–1; staff explained the lone dissenting commissioner was mainly concerned about addressing Colorado Parks and Wildlife (CPW) comments on sensitive habitat and wanted a clearer plan for how those recommendations would be addressed before approval of related entitlements.
Applicant representatives (PCS Group and Cattellus/Cattellus Timnath LLC) told the council the amendment was intended to provide flexible housing types, including smaller-lot detached homes and attached products, and a more compact layout in some areas while increasing overall open space and trail connectivity. Council members praised the transition overlay and the open-space commitment as protections for adjacent residents and voted to approve the ordinance with staff’s recommended conditions.
Staff listed two conditions to allow final minor edits and to ensure future planning under the modified standards does not exceed the 764-unit cap established in the sketch plan.
