Council adopts ordinance amending stormwater billing delinquency timing and penalty provisions

The City Council on July 8 adopted an ordinance amending the city code related to the stormwater utility fee penalties and delinquency timing. Staff said the change addresses processing issues: the billing system assesses a single 10% late fee across an entire utility bill rather than per-utility late fees. The amendment aligns stormwater late-fee timing with recycling, trash and sewer billing and allows assessing late fees after the 15th day (previously handled on the 20th), improving month-to-month billing turn-around, staff said.

Senior staff accountant Madeline Alter was credited in the presentation for researching the issue. Council approved the ordinance unanimously (5-0).
