Newton renews Certified Local Government agreement with Kansas State Historic Preservation Office

The commission approved a five-year Certified Local Government (CLG) agreement with the Kansas State Historic Preservation Office that allows Newton to carry out certain state review duties for historic-preservation matters locally.
Staff said Newton has been a certified local government since 1998 and that the CLG designation allows the city—through its Historic Preservation Commission and the local historic preservation officer (a staff role currently held by Rebecca)—to perform specific state review responsibilities under an agreement with the state. Staff noted an administrative-review appendix in the agreement that permits shorter turnarounds for routine work, such as replacing a commercial roof downtown, and that such administrative reviews generally take less than 48 hours.
Staff also said Newton is among a small number of communities that are both a designated Main Street and a CLG, a pairing the city said helps coordinate rehabilitation and revitalization work downtown. The commission voted to approve the agreement as presented and authorized the mayor to sign.
