Council signals majority support to hold ARPA sports-park funds as revenue replacement amid litigation risk

At the July 8 budget workshop, Parlier staff said ARPA funding previously earmarked for a proposed indoor/outdoor sports complex includes a $1.9 million allocation that the council can reclassify as revenue replacement to cover the city’s operating shortfall.
Myra Escobedo and city staff outlined ARPA line items and told the council that the $1.9 million designated for the sports complex could be used for general-fund revenue replacement — but cautioned the ARPA program has a federal spending deadline (staff said unspent ARPA funds must be expended by December 2026). Staff also told the council there was not yet a shovel-ready plan for the sports park and noted a land-related court date in August 2026 that could delay or prevent construction.
Council discussion focused on whether reclassifying the ARPA money would be prudent given ongoing litigation. One councilmember said the complex had been an important community priority for youth sports and recreation but also said she would not support moving the ARPA allocation to cover operating costs. On balance, staff recorded that four council members signaled they were in favor of moving the $1.9 million to revenue replacement and one council member stated opposition; no formal roll-call vote was taken during the workshop.
City staff said they will proceed to prepare materials that show the budgetary effect of reclassifying those ARPA funds and will return to council with a formal item. Staff also said they will seek additional grant opportunities and other funding for the park if the council chooses to reallocate ARPA funds in the near term.
