Council sets proposed assessments for Guadalupe Benefit Assessment District 1 (Poinsettia/Dunes)

The Guadalupe City Council on July 8 held and closed a public hearing on Benefit Assessment District No. 1 (covering Riverview and Poinsettia/Dunes) and adopted a resolution setting proposed assessments for fiscal year 2025–26.

Staff explained that the benefit assessment funds pay for lighting and landscaping maintenance across the subdivisions; Riverview contains about 50 parcels and Poinsettia Dunes about 254 parcels, according to the staff presentation. The staff presentation noted that parcel assessments and the staff report list the per-parcel assessment amounts. The hearing was opened and no members of the public provided comments during the allotted public comment period.

Council members who live in the Poinsettia Dunes area recused themselves from the matter. After closing the hearing council moved to adopt the resolution setting proposed assessments for FY 2025–26; the motion passed on a roll-call vote by the remaining members present.

Staff told the council the increase in proposed assessments stemmed from a need to fully cover PG&E street-lighting costs that had not previously been factored into the district calculations; staff said the increase brings assessments in line with the full utility bill. The council approved the motion to set assessments; staff said they will proceed with the assessment process and notify property owners as required by law.
