Council confirms Pasadero landscape and lighting assessments for FY 2025–26

The Guadalupe City Council on July 8 held a public hearing and adopted a resolution confirming the engineer’s report and the assessments for the Pasadero Landscape & Lighting District for fiscal year 2025–26.
City staff presented the district’s background and recommended keeping the assessment rates unchanged. Jeff, the staff presenter, said the district was established prior to home construction and that funds accumulated in the district could be used for additional landscaping work in Pasadero. He opened a public hearing to accept comments from residents.
Two residents who live in the Pasadero area, Diana Harada and David Gutierrez, spoke during public comment. Harada raised concerns about dead shrubs, branches left in park areas, grass clippings left on streets by maintenance crews and ongoing trash in neighborhood parks. “If we’re paying taxes for them to come and clean up and take care of the landscaping, then it should be done correctly,” Harada said. Gutierrez echoed her concerns and said he attended the meeting to learn more about the process.
Jeff responded that staff had received phone calls about maintenance and that with the newly built reserve in the district fund, the city could contract out additional landscaping work to maintain the level of service residents expect.
A motion was made to adopt the resolution confirming the engineer’s report, assessment diagram and assessments related thereto for fiscal year 2025–26. The council approved the motion by roll call vote; the motion passed with all members present voting in favor.
The council closed the public hearing after hearing resident concerns and directed staff to proceed. Staff noted that details about specific maintenance contracts and schedules will follow as staff evaluates how to expend district funds.
The Pasadero Landscape & Lighting District matter was presented as part of the council’s fiscal-year benefit-district hearings. The city will bring related benefit-district items back for final action on other zones in subsequent meetings.
