SFPUC accepts final closeout and authorizes final payment for Lake Merced gun club site remediation

The San Francisco Public Utilities Commission voted to accept final work performed by Anvil Builders under contract WD2903, approve modification number 1 to extend the contract duration by 137 days, and authorize final payment for site remediation at the former Pacific Water and Gun Club site in the southwest corner of Lake Merced.
A staff presenter described the phase of work before the commission as the final closeout of the site, which had earlier excavation work and a separate phase completed in 2016. "We did a first phase of cleanup that entailed digging up about 88,000 tons of contaminated material," the presenter said, referring to lead shot and polyaromatic hydrocarbon‑contaminated debris from earlier shooting‑range activities. The recent phase removed remaining structures, abated lead and asbestos where present, excavated residual contaminated soils, conducted confirmatory sampling, backfilled excavations and installed erosion control.
Staff said the final phase received six bids; Anvil Builders' winning bid was about $2,200,000 and the contractor received notice to proceed in July 2024. Completion stretched to April 2025 because crews encountered more contamination than anticipated, followed the project's precise testing and sampling protocol, and addressed unanticipated conditions including a buried cistern under a building. Staff said the final cost ran slightly below budget despite the schedule overrun; the project requires a 137‑day contract duration increase to reflect the additional time.
When Commissioner Leverone asked whether contamination in Lake Merced itself had been addressed in this phase, the presenter said that lake deposits of lead shot were left in place and that a prior risk assessment had concluded the shot was not leaching into the water; the presenter noted the date of that risk assessment would need to be confirmed.
Staff said the property is SFPUC land and that the commission is coordinating with the San Francisco Recreation and Park Department on potential future public use for the remediated site. There was no public comment on the item.
The motion to accept the work, approve the duration modification and authorize final payment passed by recorded vote: President Stacy, Vice President Arce, Commissioner Jamdar and Commissioner Leverone all voted aye.
